China advances ** electronic medical record trials to break "information isolated islands"

From the on-site meeting of the hospital informationization construction pilot held in Shenyang on the 18th, it was learned that China has used a period of about 1 year to carry out electronic medical record pilot work in nearly 100 hospitals and some regions, guiding pilot hospitals to pay attention to “standardization and safety”. Focus on solving the problem of "information isolated islands" existing in the past hospital information construction.

Wang Yu, director of the Department of Medical Administration of the Ministry of Health, stated that as one of the important tasks of the pilot reform of public hospitals, the establishment and improvement of a hospital information system with an electronic medical record as the core is an important measure for achieving modern hospital management goals. The advancement of electronic medical record work, the establishment of a medical service informationization and refined management platform, and further integration with clinical pathway management work will help hospitals improve medical quality and ensure medical safety. Promoting electronic medical record work is conducive to improving the efficiency of medical personnel, reducing the workload, and promoting the rational use of medical resources. In addition, the establishment of a hospital information system with an electronic medical record as its core is more conducive to the sharing of regional medical information, improving the utilization of medical resources and reducing the burden on patients.

According to reports, some hospitals in China have been conducting informationization for more than 20 years. However, due to the fact that the hospitals used to be "committed to each other," the technical standards adopted were not uniform, resulting in smooth communication of information within the hospital and incompatibility between them. This was criticized by the industry as an "information isolated island" phenomenon. Meng Qun, director of the Statistics and Information Center of the Ministry of Health, stated that during the “12th Five-Year Plan” period, China’s health information construction project plan was initially established, and national, provincial and prefecture-level 3 level health information platforms were constructed to strengthen public health and medical services. , New rural cooperative medical system, basic pharmaceutical system and comprehensive management of five business applications, construction of two basic databases of resident health records and electronic medical records, one dedicated network and information standards, and two systems of security. Among them, the Ministry of Health took the lead in organizing the electronic medical records as the core, and promoted the hospital's information construction. One of the priorities of the work is "standardization." The Ministry of Health will successively issue regulatory documents to guide the specific work of pilot hospitals and lay the foundation for the early realization of safe sharing of medical information in the region.

The Ministry of Health had previously issued the "Electrical Record Trial Work Plan", and in accordance with the principle of overall consideration of the distribution of the eastern, central and western regions, eventually selected 96 hospitals in 25 provinces across the country and the Xinjiang Production and Construction Corps as direct links of the Ministry of Health. Electronic medical records pilot hospitals, and three cities including Shanghai, Xiamen and Wuxi were identified as regional pilot cities. The pilot work began in October 2010 and ended in October 2011. In 1 year or so, the pilot work was carried out to explore and establish an electronic medical records system suitable for China's national conditions.
