A few days ago, the Chongqing Municipal Finance Bureau reported the purchase of imported products by the municipal medical and health institutions in 2016. The procurement applications for 334 imported medical equipment were rejected after the “concentration reviewâ€.
According to the report, in 2016, 22 institutions declared a total of 2,398 sets of imported equipment (sets), with a total budget of 1.17 billion yuan. After the centralized examination of the three departments of finance, drug supervision and health planning, 334 sets (sets) ) failed to pass the assessment, accounting for 13.98% of the number of applications; the budget for review was 68.84 million yuan, accounting for 5.88% of the declared amount.
Three churches will review and strictly control the purchase of imported equipment
This is not the first time the Chongqing Municipal Finance Bureau has notified such matters. As early as 2013, Chongqing established a centralized review system.
In August 2013, the Chongqing Municipal Finance Bureau, the Health Planning Commission, and the Food and Drug Administration jointly issued the Interim Provisions on the Administration of Government Procurement of Public Health and Medical Institutions in Chongqing (hereinafter referred to as the “Regulationsâ€), requiring the public medical and health institutions at all levels in the city to purchase. Imported medical equipment or large-scale Class A and Class B equipment shall be subject to the auditing system of the three departments of finance, drug supervision and health, and shall be reviewed once a month.
According to the "Regulations", you can apply for the purchase of imported products only if you really need and meet the following conditions:
1. It is not available in China;
2. The technical performance of domestic products cannot meet the needs of the purchasing unit;
3. Domestic products cannot be obtained under reasonable commercial conditions.
In October of that year, the three departments jointly issued the Supplementary Notice on Further Regulating the Government Procurement of Public Medical and Health Institutions (hereinafter referred to as the “Noticeâ€), further proposing that the imported medical equipment with a unit price of 50,000 yuan or more will be implemented in three departments. The medical examination system, the medical equipment with a unit price of less than 50,000, must purchase domestic brands if there is no special demand.
"Three Churches will be reviewed" once a month. According to the procurement demand, all public medical and health institutions submit purchase requests to the same-level health planning department on a monthly basis. After the health department collects the requirements, they will organize expert demonstrations with the drug supervision and finance departments. Experts randomly select the expert libraries established by the Municipal Finance Bureau. After the experts have demonstrated that there is no objection by the health and drug supervision departments, they will send the financial department to approve and release the procurement plan.
The purpose of this system is actually to regulate the government procurement behavior of public medical institutions and prevent them from blindly purchasing imported medical equipment.
Of course, not all domestically produced equipment is in the priority procurement, and equipment that is suitable for function, technology, energy conservation and environmental protection should be purchased and configured.
