Among them, for the primary medical institutions, the NDRC has issued the "Guiding Opinions on the Construction of Management Information Systems for Primary Medical and Health Institutions" and has already arranged for 1.25 billion yuan to complete the construction of an information system covering primary and secondary medical and health institutions in urban and rural areas by 2015. Apart from the first item currently issued by the NDRC, the latter three will be led by the relevant ministries and commissions. The Chinese and Western medical electronic medical records in the second and third items will be separately organized and constructed by the Ministry of Health and the Chinese Medicine Administration according to their respective functions. The third item of medical insurance card will be implemented by the Ministry of Human Resources and Social Security to construct the medical insurance payment subsystem. The last administrative supervision and management system of medical and health undertakings will include two parts: the basic drug system operation monitoring and evaluation information system and the basic medical and health service quality minimal evaluation system. The Ministry of Health and the Food and Drug Administration will be mainly responsible for this. In addition, according to industry sources, more industry standards, including regional health information platforms, will be introduced within the year.
